5 of Ordinance 32 of 1915.

3. I would request your approval for the continuance of the existing trade in Raw Cotton and Rattans

as indicated in the Memorandum and for the transhipment

without reference to Your Lordship of Chinese Manganese Ore

to the United States of America.

4. With regard to the question raised in para-

-graph 2 of the Memorandum, I have instructed the Superintendent of Imports and Exports that my goods not specifically prohibited may now be exported without any special conditions to satisfactory consignees in any country not prohibited under Class C, subject in the case of the 6 foodstuffs, to the provise at the end of paragraph 2.

5. I would invite your attention to the suggest- -ion in paragraph 3 of the Memorandum regarding the discrimi- -nation between British and foreign origin in the case of certain goods. A further instance of this discrimination has recently occurred in connection with Tin, licences to re- -export being refused in the case of Tin imported from the Straits Settlements. This Government is prepared in the case of an article only obtainable from British sources to make official application to the Government of the territory of production for my supplies required for genuine la cal con- -sumption.

6. I enclose ten copies of an Order in Council embodying the instructions, with the modifications reported in paragraph 2 above. A further order transferring Rubber to
